Oil refiners in major crude importer India are cranking up operating rates toward full capacity thanks to a fortuitous one-two lift from local and overseas markets that’s combining to stoke demand for diesel. Most state-owned companies now plan to run their refineries at near full capacity this month, according to people with knowledge of the matter.

There is a shortage of barges to carry oil products and FAME biodiesel in the Amsterdam-Rotterdam-Antwerp trading hub. A diesel-hauling tanker has switched its signaled destination from Rotterdam to New York.
